He proposed a solution featuring three aspects. The first aspect is to provide more support for farmers, including major grain producing areas and infrastructure construction. The second aspect is to ease the invisible financial burden and other economic pressures on farmers. The third part is to provide support for developing professional, large-scale and intensive production in order to make more flexible policies in a group of fields, including cooperation, commercialized rural services and rural land property rights.

Han also emphasized the vitality and potential of agriculture and rural areas in his speech at the forum.
