Abstract:
Unlicensed kindergartens refer to those small organizations that are already in operation but do not have licenses and can not meet criteria for private kindergartens.
The systematic management of these institutes implemented by the Anhui Department of Education together with relevant departments is important for the regulation of unlicensed kindergartens. This was adopted in August 2012 and carried out across the province.
The results of investigation in Hefei showed that this measure has begun to bear fruit in regulating and managing unlicensed kindergartens, meeting the demands for preschool education to some extent and offering a reference for regulation and supervision in other public service sectors. There are problems, however, with systematic management of unlicensed kindergartens that need to be discussed further.
