Zhang Laiming, vice-minister of the Development Research Center of the State Council, attended a meeting convened by the Zhongshan municipal Party committee to learn about the content of the Third Plenary Session of the 18th Communist Party of China Central Committee, Nanfang Daily reported on Dec 6.

"The meeting marks a milestone in the history of China," Zhang said at the meeting.

According to him, the spirit of the session should be understood in five aspects: the significance of deepening reforms, important experiences, the starting point and goals, the importance of further emancipation of the mind, and the ultimate goal to comprehensively deepen reform.
