At the end of 1998, the Industrial Economy Department of the State Council's Development and Research Center, along with more than 29 relative departments, established a study group to fully understand recent trends. This group conducted a continuous study of China's industrial development.

This annual report created a new section for strategic industries, which contains eight important research findings. To improve traditional industrial research, the group successively built several tracking and prediction models. The findings were published in the report so as to provide more valuable reference information for readers.
