Taking part were Li Wei, minister of Development Research Center of State council (DRC), Xie Guangxiang, vice governor of Anhui province, and other Central government, State, provincial government and the DRC representatives, who discussed policy work in 2013, and policy work in 2014, and how to raise the quality of policy consultation and research.

In addressing the gathering, Li discussed the work report's emphasis on "Taking advantage of opportunities to reform and innovate, and working hard on new policy consultation and research", and Xie spoke at the opening ceremony.
