Abstract:
The local State-owned financial assets management system reform is at a primary stage and still has many problems. Over the years, the city of Chengdu has developed a "Chengdu pattern" that focuses on the role of the investor and local holding companies, while exploring reforms in its State-owned financial assets.
This report, based on the Chengdu experience and problems, suggests four major points be addressed in improving the State-owned financial assets management program: one, investor responsibility; two, management mode; three, the nature and position of local holding companies; and four, the function of investment organization investor's responsibility.
