Abstract:
This report, taking four principles of "top-level design" into account, elaborates eight issues that must be solved through "top-level design." The issues are the land system, economic structural problems, fiscal reform, urbanization, resource price, financial institution, innovative mechanisms, and State-owned enterprise reform and issues related to State-owned enterprises withdrawing from competitive industries and the entrance of private-owned enterprises.
The report also discusses why some important economic issues like the real estate market are not included in the "top-level design," and how to expand "top-level design" beyond expert conversations, ideas, articles and official talks. It puts forward the three proposals in hopes of making the idea workable.
