Abstract:  

There are still conceptual and operational obstacles to private investment in urban infrastructure. They are rooted in the inertia of monopoly. The tasks of the local governments are: to clear up implicit market entry obstacles, to focus more on profitability of business projects, to initiate and implement effective supervision, and to lower risks of government credibility.
