Abstract：

In making e-government programs, the local governments are facing some problems such as incomplete policies, departmental segregation, personnel shortage and concept differences. The leading departments for e-government of the state should complete appropriate policies and management methods, introduce assessment mechanism and "access system" and take the government key website as the core for realizing the e-government strategy in China.
