Abstract：

The article gives an analysis of the necessity and significance of public health and plant hygiene control system for the protection of people’s health and safety as well as that of animals and plants. It illustrates the targets, responsibility and ability construction of the national public health and plant hygiene control system and the status and role of the government and private departments in the national public health and plant hygiene control system.
