Abstract:

Through modern information technology the e-government changes the administrative business of the government and becomes a new way of government administration. It covers three aspects, namely, government to government, government to business, and government to citizens. The e-government has many features including virtuality and super-territory and has since 1990s become a priority for development strategy in many countries.
