Start with analyzing the development and driving force of large central cities, this paper believes that it's necessary for the large cities to construct satellite cities and extend toward rural area. We should explore various ways of urbanization and construction Satellite cities. Non-governmental part should play a important role. At last, this paper gives some policy suggestions.
