Abstract:
City management can be essentially divided into two kinds: "fund acquisition-oriented management" and "service efficiency-oriented management". At present in China, "fund acquisition-oriented" city management has become the main stream which is caused by the imbalanced administrative rights and financial rights in local governments as well as the defects in land system. This kind of city management has brought about land enclosure and land sale at the cost of farmers' interests and residents' welfare as well as moral risks such as increasing enterprise burdens. In order to address this issue, it is necessary to straighten out the relations between administration and finance in local governments, reform land requisition system and promote public participation in city policy making so as to avoid city management to go stray.
