Abstract：

Intellectual property attribute policy is a mechanism for allocating innovative resources among investors, inventors and society and this policy has played an important role for promoting technological innovation. We should borrow international experiences, commensurate intellectual property attribute policy system, improve the service invention attribute policy, enhance the protection for inventors and the incentive mechanism and elaborate intellectual property attribute and management under the government financed research program.
