In strategic hi-tech sectors, which are closely related to national security and key economic interests, choices on standards are never left to the market to decide. It always represents vital national interests. China should seize the opportunity offered by TD-SCDMA to promote healthy development of the IT industry; the key is to introduce the TD-SCDMA as the main standard to IT companies; the emergency-responding system in China should borrow experience from the world in applying the TD-SCDMA+PTT technology; through cooperation with big foreign communication companies to introduce the Chinese TD-SCDMA standard to the world through multiple channels at the right time.
