2004, the State has implemented more favourable policies related to agriculture, rural areas and farmers. Production of grains shows a favorable turn, annual income of the farmers increased at a higher speed. It should be noted that the foundation for grain production and the increase of farmer's income is not yet very solid. In the coming year, in agriculture and the rural areas, the stress should be put on ensuring a balance between demand and supply of grains with stable price, ensuring higher income of farmers, increasing government support to rural social affairs, and speeding up the rural reform.
