Abstract：

The coordinated development of industrialization and urbanization should start with system reform and the adjustment of development strategy. On the one hand, the reform of household registration system, labor and employment system, land system, social security system and the system of investment and financing should be speeded up so as to remove obstacles for the development of urbanization; and on the other hand, adjustment should be made towards industrialization strategy, city-based strategy and urbanization methods so as to enhance a coordinated development among various industries and between rural and urban areas as well as the intra-cities harmonious development at different levels.
