Abstract：

Urbanization is experiencing a fast development in China. It has become a key issue on how urban governments could realize the relevant transition and manage well the urban public property so as to ensure the smooth process of urbanization. The article analyzes the present condition and remaining issues for the operating management of urban public property in China. It maintains that the paid transfers of land tenure have obtained certain scale and socialized management of city infrastructure has also made some progress. The remaining problems are that appropriate systems are not perfect, operating management is not standardized and without long-term perspective and some measures are just expedients. The article winds up by illustrating the opportunities and challenges facing China's future city public property operating management.
