Abstract：

The strategic adjustment of state capital should rest on the enhancing of the entire regional economic capability. In order to bring into full play the role of state capital for bolstering the economy of the entire region and the optimization of state capital allocation, it is imperative for state-owned commercial capital to retreat from commercial and trading circulation. Given the different circumstances of the state-owned commerce in Beijing, the state-owned commercial capital could adopt a different method to retreat from commercial and trading circulation. It is stressed that during the process of the strategic retreating of the state-owned commercial capital, market means should be adopted and government guiding role should be brought into full play.
