Abstract:

The economic development is on an upward circle. There is piling-up pressure on upgrading the supply structure. More attention should be given to taxation as an adjustment instrument. The reform of taxation system is also required for the purpose of perfecting the system of market economy and carrying out the scientific development thinking. Reform of the taxation system should follow these principles: optimize resource allocation, protect fair competition, adjust income distribution, promote macro-economic regulations, raise government fiscal revenue, and promote over-all planning. A number of thoughts on the taxation system construction are discussed in this paper.
