Conception in discriminative supervision on industrial sectors and prevent repetition in construction

Abstract:

There are natural monopolies, resource based sectors and non-resource based competitive industrial sectors. This study makes some policy recommendations according to the nature of the industrial sectors. To the natural monopoly sector, the supervision should focus on breaking monopoly, fostering appropriate and efficient competition, improving the supervision framework, and establishing and improving related laws and regulation system. To the resource based industrial sectors, the supervision should focus on improving regulation system, stressing on law exercise capacity and coordinating macro-control and regulation system. To the non-resource based competitive sector, the supervision focus should be put on relaxing the economic regulations, strengthening social regulations, improving the exit mechanism from market, strengthening law exercising and government information direction and service functions.
