Simplify the administrative structure at county and township levels and transform the government's function: survey on Xiangyun County administrative reform of Yunnan Province

Abstract:
The Xiangyun County in Yunnan Province has made marked progress in administrative reform especially in the public affairs agencies at county and township levels. Following the principle of coordinated development between urban and rural areas, this project explored the way to simplify the government structure and transform government function at the lowest two levels, aiming at reducing the load of tax and fee borne by the farmers, as well as improving public service provided to rural residents. The problems regarding the interest of the laid-off staff and reorganized agencies are taken into consideration in the process.
