Abstract:

Over the last 6 months, the grain prices have hiked considerably, which is largely due to the reduction of grain output in 2003. However, the key factors related to grain issue are not the grain shortage, but the grain circulation system and the macro-control mechanism. At present, a clear understanding of the basic situation is vital. Having restored the crop-growing acreage and gathered in a good summer harvest and a bumper early-rice crop, reform for grain circulation system must be pushed forward and macro-control mechanism should be improved.
