Government function is bound to be changed in line with the law of the development of market economy. The Huhehot municipal government presented such a case in implementing a dairy industry drive strategy with an encouraging result in regional economic development. It shows to other places in the western region that priority should be given to institutional innovation as well as the security of resources; more legal measures should be taken in regulating the market and disciplining the government behavior; the non-official intermediate organizations should be encouraged and promoted for a better social service network.
