Abstract：
In line with the overall development for both urban and rural areas, Shunde City (a former county) has implemented some comprehensive reforms characterized by cooperative shares system for rural areas such as merging villages, villagers becoming citizens, fixed organizational structure with fixed employed staff, fixed equities and assets settlement. It is exploring ways for proper industrial structure changes in economically developed areas, methods for protecting farmers' interests in the process of urbanization in rural areas and means for adjusting the relations for interested parties.
