Abstract:
The current policies in restructuring of SOEs have made fair arrangements for the laid-off employees when a sound social security system is not well in place. However problems remain. A recommendation is made on an policy for overall welfare management of the laid-off workers in certain range. The policy for settlement of laid-off workers should be improved following the principles of case-specific treatment, securing the bottom line under a ceiling and close supervision, to achieve the goal of a smooth transition in terms of employment relations for the SOE workers in a weak bargaining position.
