Abstract:
The paper examines the causes behind the decline of the number of collectively owned enterprises in towns and cities in recent years. It is mainly attributed to reform besides other factors such as merger, selling out, bankruptcy, and termination and liquidation. At present, collectively owned enterprises are still perceived as "a second type of state-owned enterprises" in some areas. The rights and interests of those enterprises are severely infringed upon; some basic perception and policies concerning collectively owned enterprises are not well clarified; relevant laws and regulations and policy support are still lacking. These issues constitute constraints to the reform and development of collectively owned enterprises.
