Abstract：

The experiences of various countries since the end of World War II show that the basic measures for sustainable employment are: under the prerequisite of vigorous economic development, to assist the development of SMEs, improve employment service and vocational training system, perfect unemployment security system, coordinate the relations between the employer and the employee and develop education. China is a developing country at the stage of institutional transition and the issue of employment is quite complicated and stern. Judging from the international experiences, the fundamental way out for alleviating employment issue is to promote the growth of economic aggregate. Besides, the increment of employment opportunities does not exist in the dead alley of developing the second industry or the labor-intensive industry. The correct approach is to develop vigorously the labor-intensive tertiary industry.
