With a view to solving the problems existing in the operation of the "three level" state assets management system that has been in place for several years, Shenzhen has decided to apply authorized operation practice to a small number of large enterprises and group companies to achieve contractual management of state assets. To make state asset revenue budget is one of the ways employed in Shenzhen to supervise state asset and constitutes a positive exploration of the management of state asset operating company in the form of special legal person.
