Abstract:

First this paper stresses the necessity and urgentness in reforming the monopolized industries; it points out that currently the short supply and capacity of coal, electricity, gasoline and transportation in the new round of economic growth is to a large extent because of the institutional defect in these monopolized industries. Four levels of existing problems are analyzed in reforming the monopolized industries: the choosing of operational models, the reconstruction of the enterprise system; the introducing of new investors, and the establishment of a new monitoring system. Finally, the paper lists some issues to be noticed in speeding up the reform in monopolized industries under the new situation.
