Abstract:
In a broad sense, the cost of reform is an unavoidable result from the old system and in the process of transition to a market economy. In a narrower sense, it is the cost the government pays for restructuring. The purpose of paying the cost lies in building an enterprise system that matches the market economy. This work should be considered under the overall framework for the reform of the state-owned enterprises. The cost should be paid to achieve corresponding results from the reform.
