Abstract:

The new development concept symbolizes an innovation in the guiding principle for China's development. It not only meets the request in solving the major contradictions in the economic and social development in the new era, but also stands as the natural product of the evolving guiding principles for the development of China and the world. To carry out the new development concept, the key lies in the balanced development for different sectors. The general background of promoting socialist market economy with identification of the major social contradictions determines that the government intervention should be operated with different methods, different means and different focal points from the past.
