Actively respond to the new round of global profession transfer

Abstract:

The popularization and application of information technology and the cheap human resources with high quality from the developing countries have enabled companies of the developed countries to transfer some of the high position professions to developing countries. The paper maintains that the features, conditions and development trend of the new round of global profession transfer should first of all be accurately judged. On the basis of that, the government should proceed from the angle of the state development strategy and actively create conditions to ensure the safety of important personnel for the state and encourage high position professions to transfer to China in the light of government function transformation, personnel market perfection, innovation of personnel management mechanism, reform of education for middle and higher learning, infrastructure construction and the creation of special enterprises.
