Abstract:

China's national high-tech zones, with their policy advantages in technology R&D, personnel introduction, and industrial distribution, have provided a good external environment for new, high-tech industries, especially in incubation, aggregation, diffusion and demonstrations.

While the industrial development in China's national high-tech zones also faces many problems. For instance, industries in national high-tech zones are quite similar, internal structure is to be perfected, and awareness of attracting investment is strong, but the attention to small and medium-sized technology-based enterprises is not enough. And, industrial support is far from adequate and there is no sufficient understanding of zone development, leading to a lack of roles.

So, the transformation and upgrading of traditional industries need to speed up by looking for internal innovative motivation to improve the innovative ability in new, high-tech industries. More specifically, the government should come up with development plans for high-tech zones that take their individual position into account, promote industrial cluster development by use of innovative, interactive relationships, develop higher level services based on a value chain, increase industrial cooperation and support, and change their way of thinking to improve high-tech zone management committee's services.
