Abstract:

According to the results of the sixth national census in China, more than 13 million people are unregistered residents. In order to find out the living conditions of those people, we made a field survey in Yunnan, Guangxi, Henan, Guangdong and Jiangxi provinces, focusing on the type and number of unregistered residents as well as the cause leading to such an issue. The main causes include extra births beyond the permit of family planning policy, the failure to make registration, unmarried births and the loss of registration certificate after graduation. The issue of unregistered residents will restrain the flow of talent, do harm to the mental health of those unregistered residents and even affect social justice and create new unstable factors in society. Therefore, we need to reform and perfect related policies, separate resident registration from birth control, get all the printed resident information integrated into a chip card for management, take the local police station of the city where a person finally settles down as a major measure to look for the lost personal information and registration documents and set a standard for the collection of social maintenance fees, so as to completely solve the problem of unregistered residents.
