Abstract:

National water security constitutes a major part of national security, relating to national resources security and ecological security, as well as national economic security and social security. However, water security situation in China is by no means optimistic, since there are many ensued problems, challenges and difficulties to be tackled. To establish and consummate national water security system is the basis for the improvement of water security situation root and branch. Therefore, it is quite urgent to have a scientific understanding of water security from the perspective of major water functions, while giving prominence to security issues concerning water resources, water environment, water ecology, water projects, centralized water supply and international water relations. Apart from that, a correct judgment about the basic issues of water security should be made, such as the serious contradiction between water supply and demand, severe water pollution, water projects security which needs to be improved, inappropriate water ecology security, lack of water supply power in both rural and urban areas, and the imperfect international water relations. In addition, efforts should be made to establish and perfect the security mechanism covering organization and coordination, scientific evaluation, planning and guidance, market adjustment, technical support, project guarantee, experiment and demonstration, social participation, work performance assessment and accountability and international coordination.
