In order to comply with the new trends, it is necessary to further consummate regional development plans and make innovations for future development. Apart from regional coordinated development, more attention should be paid to cooperative development among regions. Therefore, efforts should be made to strengthen political cooperation among regions to eliminate political barriers and regional discriminative policies hindering factors flow among regions, enhance the consistency of basic public service and social security policies among regions, build regional cooperative mechanism which centered on factor mobility and profit sharing, further clarify the respective rights and responsibilities between central and local governments on regional affairs, accelerate the reform of local governments' performance evaluation system, and revise and perfect laws related to urban and rural planning and environmental protection so as to promote the law-based regional cooperative development.
