Abstract:
European Union started the process of European integration in the 1950s and since then EU countries began to build a European innovation policy system. The system has experienced three stages including the initial research and development-based cooperation, the establishment and development of transnational innovation system and the improvement of the new strategy conforming to knowledge economy. The evolution of EU innovation policy system is closely related to the characteristics finding expression in the above-mentioned three stages. They revealed the transition from single technological innovation to systematic innovation, covering such aspects as theoretical basis, innovation model and policy focus. Horizon 2020 is a major part of flagship project of Innovation Union, which developed from Third-Generation Innovation Policy. All the scientific research and innovation activities financed by EU are under Horizon 2020, whose major contents are three strategic priority fields, detailed contents with financial support of certain action projects and related financial budgets. Some specific methods of the plan are worth learning.
