How does the government formulate and implement industrial technology plan --Take energy industry as an example (No 66, 2015)

Abstract:

The 3rd Plenary Session of 18th CPC Central Committee came up with the decision that the market should play a leading role for technology research in terms of the option for its future development and this decision set out the roadmap for the formulation and implementation of industrial technology plan in the 13th Five-Year Plan period. This paper takes the energy industry of those countries with typical market economy for example. When making an industrial technology plan, they will center on the nation's long-term strategic goal, get related stakeholders to take part in the project, set a clear market goal, choose technology areas according to needs, establish corresponding policy system and ensure that the technology research and development achievements could be industrialized. Program plan will adopt double standard of technology and economy to evaluate the cost-effectiveness of the demonstrative project for promotion. China should build a collaborative mechanism involving related stakeholders, lay out industrial technology plan according to nation's long-term strategy, increase the integration between plan and market goal, make the plan more systematic, and improve the corresponding market-oriented policies and project evaluation mechanism, so as to put the technology which could provide more social and economic benefits into use.
