Policy Options for the Development of Beijing's Cultural Industry during the Thirteenth Five-Year Plan Period (No 130, 2015)

Abstract:

During the Twelfth Five-Year Plan period, Beijing's cultural industry, in taking a leading position in national development, showed a strong growth momentum in respect of a constantly and rapidly increased scale, enlarged spatial cluster effects, and policy-based innovation. But there remain several problems: small and micro-sized and privately-run cultural businesses have difficulty with financing, the basis and carrier for industrial cluster development are relatively weak, industrial policies cannot meet industrial demands, the institutional reform fail to match market development, and the effects resulting from the coordinated development of Beijing-Tianjin-Hebei cultural industries are inadequate. The Thirteenth Five-Year Plan period is a key and critical period to advance strategic adjustment and build Beijing into a "cultural center". In this period, technological innovation featuring the "Internet Plus" mode will inject new energy into the cultural industry, the coordinated development of Beijing-Tianjin-Hebei region will demand industrial transformation and upgrading, and the government function relating to the management of cultural industry will make relevant adjustment. Facing such development trends, Beijing's cultural industry should adopt strong measures to improve the management system, step up the development of small, medium- and micro-sized cultural enterprises, propel the collaboration of Beijing-Tianjin-Hebei's cultural industries, further facilitate the cluster effects of the cultural industry, and strengthen the policy support system.
