Research on Investment and Financing Mechanism for Infrastructure of "One Belt and One Road" Initiative

This book is based on the research findings of DRC’s project The Investment and Financing Mechanism for Promoting Cross-Border Infrastructure Inter-connectivity in China. Through a systematic study, this book put forward some policy options for the construction of cross-border investment and financing mechanism in China. Firstly, through the design of investment and financing mechanisms, efforts should be made to increase China’s participation in cross-border infrastructure investment, so as to break through the bottleneck induced by capital constraints relating to the strategic implementation of the “One Belt and One Road” initiative. Secondly, endeavour should be made to solve the failure resulting from both the government and the market function in face of cross-border infrastructure investment and financing. Thirdly, the national strategy on cross-border infrastructure investment should be properly designed.

This book is divided into eight chapters and policy options on “One Belt and One Road” infrastructure investment and financing mechanism are made respectively from different perspectives, including the research on infrastructure investment financing, a comparative analysis of cross-border infrastructure investment and financing mode, the experiences of major economies relating to cross-border infrastructure investment and financing, suggestions on China's cross-border infrastructure construction investment and financing mechanism, the planning of Asian infrastructure investment bank and international cooperation, and supporting policies for promoting “One Belt and One Road” initiative with an appropriate approach and a proper manner.

Led by Luo Yuze, leader of the research group and Deputy Director of Research Department of Foreign Economic Relations of DRC, the research group made in-depth surveys, held a number of discussions on the research project, made several modifications of research findings and finally finished this book. Zhang Junkuo and Long Guoqiang, Vice Presidents of DRC, and Zhao Jinping, Director-General of Research Department of Foreign Economic Relations of DRC, gave a lot of advice to the research. Thanks are given to all those who have given kind support to the writing and publishing of the book. Due to the festinate time and limited knowledge of member of the research group, there are inevitably mistakes and errors in this book. All criticisms and comments are sincerely welcome.
