Investigation on the Reform of Mixed Ownership System in Hebei Province(No.37,2016)

Abstract: In line with the strategic decision made at the Third Plenary Session of the 18th CPC Central Committee, the CPC Central Committee, the State Council and Hebei Provincial Government issued respectively the “Guidelines on Deepening the Reform of State-owned Enterprises” (No. 22, 2015), “Guidelines on the Development of Mixed Ownership Economy in State-owned Enterprises” and “Guidelines on the Development of Mixed Ownership Economy in Local State-owned Enterprises”, pointing out that mixed ownership reform has become an important form of SOEs’ reform. Hebei province boasts a large number of state-owned enterprises, with local reform focused on the reform of state-owned enterprises. How to implement the reform of mixed ownership has an overall significance. During the 12th Five-Year Plan period, 97 second and third-grade enterprises supervised by Hebei Provincial State-owned Assets Supervision and Administration Commission (SASAC) had been transformed into mixed ownership enterprises, accounting for 10% of the total amount. From October to December 2015, the research group of DRC made a systematic field survey on Hebei provincial enterprises, focusing on the methods and problems facing these enterprises related to mixed ownership reform.
