Study on the Scientific Evaluation and Governmental Evaluation Systems for Ecological Civilization Building

This book is the outcome of a major research project of the Development Research Center of the State Council (DRC). Based on the concept that the key to ecological civilization building lies in institutional building, the research team made analysis and design on systems relating to scientific assessment, governmental evaluation, statistics and monitoring for ecological civilization building, and constructed an indicator system of scientific evaluation including ecological space, ecological environment, ecological economy, ecological society and ecological system as well as a governmental evaluation system of different versions with respectively 60, 40, 30 and 20 indicators. The team also made a systematic summarization of domestic and overseas theories and practical cases for theoretical and substantial references.

The book has nine chapters, illustrating the ecological civilization building and governmental evaluation system from various aspects such as the theoretical base and policy background of ecological civilization building and evaluation, the international practice concerning ecological civilization building evaluation and the implications to China, China’s ecological civilization building evaluation and evaluation practice, the systematic construction of the scientific evaluation indicator system for ecological civilization building, the application analysis of the scientific evaluation indicator system for ecological civilization building, the systematic construction of the governmental evaluation system for ecological civilization building, the statistics and monitoring system for ecological civilization building, case study on governmental evaluation of ecological civilization building, and suggestions on establishing and improving the scientific evaluation and governmental evaluation systems for ecological civilization.

The book was jointly written by members of the research team of DRC. They made a number of field surveys and profound studies and analysis prior to the writing of the book. Based on the research findings, several modifications and revisions were made in the first edition. Hereby, gratitude is extended to all compilers dedicated to the research, writing, and publishing of the book. Due to limited time and knowledge, there may be inappropriate views in this book. It is hoped that dear readers would not hesitate to make comments and stint their criticism.
