The Principles for Financial Regulatory Reform(No. 56, 2016)

Abstract: Financial regulation is in line with macro-management and should follow some basic principles of management. In specific terms, the regulatory concepts, the setting and division of departmental duties and targets, the relationship between the means and targets all reflect the special requirement of financial regulation. China should take the characteristics of current financial operation and social management into consideration to design the principles of financial regulatory reform as a whole. The principles include: the steady, effective and inclusive development of financial system should be the ultimate target of financial regulation; the interest coordination, policy making and implementation should be distinguished, and the government should gradually realize and assess the multiple coordination targets, policy making and implementation in the financial sector; the adjustment of regulatory institutions should be based on the transformation of regulation concepts, and rationally confirm the horizontal and vertical division of labor relating to risk management; adequate regulatory resources should be guaranteed, and problem-oriented and stepwise reform strategy should be adopted with clear vision.
