Abstract: Since the 18th National Congress of the Communist Party of China, China has entered a new stage for the overall reform and building of an eco-conscious civilization. In the institutional system of ecological progress, the environment supervision system constitutes one of the most important parts. From the perspective of system building for a modern country, the basic institutional arrangement is to establish, in accordance with law, various sorts of governmental regulation systems including the environment supervision system. In terms of the long-run development trend, the government-based environment supervision system will play the major role in the environment treatment system constituted by different participant entities. The 13th Five-Year Plan period marks a key period for China to make ecological progress. One of the crucial tasks for ecological progress is to accelerate reform of environment supervision system and improve the effectiveness of environment supervision, which bears profound significance. The enhancement of environment supervision effectiveness is the fundamental guarantee for ensuring pollution treatment and emission reduction during the 13th Five-Year Plan period. The improvement of environment supervision system and supervision methods and the innovation of supervision measures serve as the foundation and prerequisite for establishing a long-term mechanism of pollution treatment and emission reduction.
