The Relocation of the Functions of Public Institutions in South Korea and Enlightenments for China(No. 11, 2017)

Abstract: In the course of relocating the functions of public institutions, especially that of the central government offices, South Korea has taken a series of effective and innovative measures, which have to some extent reduced the number of urban population in the capital and peripheral areas, and achieved certain results in turning the unbalanced development of regional economy. In light of the practice and experience of South Korea, and in the process of relocating the non-essential functions away from Beijing and the coordinated development for Beijing-Tianjin-Hebei region, the government needs to formulate a law on Beijing-Tianjin-Hebei coordinated development, establish a high-level coordination mechanism, promote the relocations of non-capital functions in Beijing as well as the construction of the new urban areas and the collaborative development of Beijing-Tianjin-Hebei region. In addition, the government also needs to improve the public infrastructure, promote the quality of public services in new urban areas, address the worries and meet the needs of the personnel of relocated institutions, and take measures such as restrictions on and reductions of the number of urban population, a total control on the number of urban vehicles and the introduction of traffic congestion charges so as to promote the relocation of Beijing's non-essential functions as the capital.
