Abstract: In recent years, China has made efforts across the board to deepen reform and improve policies to proactively enhance business environment for enterprises. But there are some issues to be addressed relating to the cultivation of a law-based and internationalized business environment with convenient service. For instance, foreign-funded enterprises still face some restrictions on market access and cannot enjoy fair and just national treatment; market competition environment needs to be fleshed out; the tax burden for both domestic and foreign-funded enterprises is heavy; some problems have loomed up in the development of new business activities such as localized management of digitalization and cross-border migration. In view of the above-mentioned issues, we need to implement relevant polices and measures, further relax market access and cultivate a market environment for fair and just competition; strengthen the construction of key factors of the basic system of market economy; strive to lower the tax burden on enterprises and forge a sound atmosphere and policy environment to attract investment and vigorously improve business environment.
