Abstract: China's State governance theory has been distilled from strict planning management prior to reform and opening up and social management before the 18th CPC National Congress into social governance after the 18th CPC National Congress. The CPC Central Committee with Comrade Xi Jinping at its core set out the basic theoretical framework of governance that efforts need to be made to strengthen the leadership of the Party Committee, to bolster the government to play a leading role, to encourage and support the participation of social forces and to realize the benign interaction between the government governance, social regulation and residents' self-governance. As a result, the Party has made a series of theoretical and institutional innovations in government governance, social organization governance, social governance and comprehensive management. The governments at various levels have also initiated a large number of practical innovations focused on the new social governance theory. In the creation of social governance theory system with unique Chinese characteristics, a new social governance scenario has been formed in a vibrant, harmonious and orderly manner.
