Research fellow and inspector, Department of Macroeconomic Research, Development Research Center of the State Council (DRC)
He was born in the city of Puyang, Henan province in May 1957. He studied respectively at Zhongnan University of Economics and Law, Party School of CPC Central Committee, and Chinese Academy of Social Sciences, and got a PhD degree in economics. From 1987 to 2004, he took the posts respectively as lecturer on economic management at Teaching and Research Office of Party School; Division Chief of Special Fund Office of Local Budget Department, Ministry of Finance; Deputy Director-General of Finance Department, Guangxi Zhuang Autonomous Region; and General Manager of China Great Wall Asset Management Corporation. From 2007 to 2009, he was Deputy Director of Development and Reform Commission in Shaanxi province. From 2004 to April 2015, he is Deputy Director-General of Macroeconomic Research Department of DRC. From May 2015, he is Inspector of Macroeconomic Research Department of DRC.
He is concurrently Director of Chinese Public-Private Partnerships Center, University of Chinese Academy of Sciences and research fellow at China Center for Public Finance of Peking University.
His research field covers macro-economy, regional economy, fiscal and taxation policy and public policy. He has written a number of papers on major policy issues and edited many books including The Study of China's Financial Poverty Alleviation and Research on China's Prudent Fiscal Policy.
