Policy Options on Turning China into  a Strong Global Film Maker(No.6, 2018)

Abstract: As an important carrier to flourish socialist culture, tell the world what is happening in China, enhance people’s cultural confidence and meet their needs for a better life, film enjoys wide social influence, with comprehensive artistic quality, strong driving force for industrial growth and adequate adaptability for interchanges with the world. Since the 18th CPC National Congress, the film industry has witnessed leapfrog development. Bolster by a booming market, improved public service, enhanced technological innovation and new business forms, China has produced a good number of films and strengthened international cooperation and exchanges. However, compared with the advanced countries such as the United States and some of the European nations, China’s modern film industry system remains to be fleshed out, and the international competitiveness of the film industry is still weak. In order to build China into a global strong film maker, we need to deepen the supply-side structural reform, improve the factor market, advance the division of labor between relevant industries, strengthen innovation and transformation, expand international cooperation and make use of the global resources to promote the further development of China's film industry. Presently, we need to actively and steadily carry out pilot projects of reform, forge industrial clusters and try out the above-mentioned key measures of reform.
